EURASHE statement comments on ongoing FP10 negotiations
EURASHE, the association of universities of applied sciences in Europe, published a statement on the ongoing negotiations about the next Horizon Europe programme (FP10). The statement, which was published on 8 April 2026, welcomes the progress achieved so far, including the draft European Parliament report on the Commission’s proposals by MEPs Christian Ehler and René Repasi, as well as their call for a separate work programme and committee structure distinct from the European Competitiveness Fund. It also highlights new instruments, such as the Fast Track to Innovation, as positive developments.
At the same time, EURASHE raises several concerns, notably the potential creation of costly research councils for collaborative research and the insufficient integration of a place-based dimension. The statement emphasises that Horizon Europe should be grounded in excellence — understood in diverse ways across the innovation journey — and claims that this is fully compatible with a place-based approach in relevant parts of the Programme.
