MFF 2028+

On 16 July 2025, the European Commission will table the first package of proposals for the next Multiannual Financial Framework (MFF) of the EU. It is expected that the package will include the proposed legislations for the 10th Framework Programme for Research and Innovation (“FP 10”, succeeding Horizon Europe 2021-2027) and for the (new) Competitiveness Fund.

Following the publication of the MFF, the Danish Presidency of the Council of the EU will kick-off the negotiations about the different parts of the MFF proposal in the Council of the EU. A first presentation of the FP 10 proposal has been announced for the informal meeting of Research Ministers on 17 July 2025 in Copenhagen, to be given by Commissioner Ekaterina Zaharieva (Commissioner for Start-ups, Research and Innovation).
