Commission launches calls for evidence on future EU Ocean and Water R&I Strategy
The European Commission has launched two calls for evidence to help shape its future Ocean and Water Research and Innovation (R&I) Strategy, a flagship initiative under the EU Water Resilience Strategy and the European Ocean Pact. The new strategy is designed to strengthen Europe’s leadership in ocean and water research, innovation and technology, while boosting competitiveness, resilience and strategic autonomy.
One consultation focuses on ocean R&I priorities, including the protection and restoration of marine ecosystems, ocean observation and the development of a sustainable blue economy. The second addresses water resilience, covering freshwater management, water efficiency and reuse, and innovative solutions for sustainable water use.
Together, the consultations support a “source-to-sea” approach, which views rivers, groundwater, lakes, coastal areas and seas as one interconnected system. This integrated perspective is intended to improve responses to shared challenges such as pollution and flooding.
The feedback will help guide future EU research and innovation investments, including funding under Horizon Europe for 2028–2034 and the European Competitiveness Fund. It will also support better coordination between EU, national and regional programmes, stronger monitoring and forecasting systems, and faster market uptake of new technologies and solutions.
The Commission is inviting stakeholders to submit their views through the Have Your Say portal until 2 August:
