Seconded National Expert - Industrial Research, Innovation and Investment Agendas (RTD-E-1)

Within the Directorate E “Prosperity”, the Unit E1 ‘Industrial Research, Innovation and Investment Agendas’ works to strengthen industrial research and innovation and help industry to play its role transferring R&I results into the economy and to foster the green and digital transition, resilience and recovery, as well as open strategic autonomy.

The Unit develops strategies for linking R&I and partnerships to Industrial Ecosystems and drives the development and implementation of industrial technology roadmaps in the European Research Area (ERA) with investment agendas from basic research to deployment. The work of our team is at the interface of research, innovation and industrial policy, with emphasis on the green transition and resilience. The Unit is responsible for the implementation of Action 12 ‘Accelerate the green/digital transition of Europe’s key industrial ecosystems' in the ERA Policy Agenda which includes developing a European approach for a coordination mechanism for technology infrastructures. It acts as a bridge towards the EU Industrial Strategy and contributes to a fair and enabling R&I state aid framework, antitrust rules and merger control, and the FDI Screening at EU level. The Unit also develops the Industrial R&D Investment Scoreboard, published annually (in partnership with the Joint Research Centre).

European Commission looks for a colleague who excels in analysing data and making this analysis actionable for policy. The seconded national expert will therefore work on tasks supporting the following priorities and their further development:

• The development and implementation of policies and initiatives to stimulate more research and innovation in European industry and to accelerate the uptake of R&I results especially for the green and digital twin transitions and resilience, supporting the ERA (European Research Area) Policy Agenda, the New European Innovation Agenda and future initiatives including the preparation of the next Framework Programme;
• Identification and assessment of emerging and critical technologies and innovation markets;
• Collection and analysis of evidence on industrial R&I strategies and EU positioning in key technological areas, including deeper analysis and policy action to facilitate the transition from R&I to deployment, such as actions to deploy synergies between support instruments at European and national level, or stimulating access to knowledge and technology as provided by research and technology infrastructures, to facilitate uptake of digital and emerging technologies and solutions and systemic transformation in industrial ecosystems;
• Examples are the follow-up activities to ERA industrial technology roadmaps such as facilitating investments into industrial demonstrators and the development of national roadmaps for the decarbonisation of energy-intensive industries, accelerating permits through work with a community of practice, or supporting circularity in industrial ecosystems;
• Analysis of stakeholder inputs through consultations, expert groups, workshops, conferences, etc.
• Providing input to policy initiatives addressing industrial R&I including the – current and next - Framework Programme;
• Further development of the Unit’s analytical methods and tools as well as data analysis.
