New ERA-LEARN Country Report highlights Portugal’s strong rise in European Partnerships
The latest ERA-LEARN Country Report provides a detailed overview of Portugal’s performance in European Partnerships, offering strategic insights and interviews with key Portuguese public bodies. The analysis compares Portugal with Czechia, Denmark, Hungary, and Norway.
The report highlights Portugal’s remarkable growth in transnational partnership participation across successive European Framework Programmes. While the country accounted for around 40% participation in relevant networks under FP6, this figure has risen to an outstanding 95% under Horizon Europe.
Portugal has also dramatically increased its financial commitment. Under Horizon Europe, the country’s pre-call budget for Partnerships reached €323 million — almost ten times more than the €34 million committed under Horizon 2020.
Another key finding is the strong alignment between national and European priorities. Portugal’s “Portugal 2030” Strategy and the National Smart Specialisation Strategy (ENEI 2030) place strategic internationalisation at the centre of national policy, linking domestic funding to Horizon Europe priorities such as digital transition, circular bioeconomy, green energy, and the blue economy.
