EC concludes public consultation on European Innovation Act
The European Commission has published the results of the call for evidence and the public consultation for the future European Innovation Act, gathering stakeholders’ feedback and proposals to shape the innovation landscape in Europe.
The public consultation and the call for evidence were open from 8 July - 3 October 2025. The Commission received a total of 202 responses for the public consultation, and 336 position papers for the call for evidence from a wide range of stakeholders.
According to the Commission, the key stakeholder insights were the following:
- boost access to finance for startups and scaleups;
- create an EU-wide framework for regulatory sandboxes for companies to test their innovations in different Member States, and for Member States to implement cross-border regulatory sandboxes;
- improve access to the EU’s world-class research and technology infrastructures;
- strengthen public investment in the commercialisation, uptake and wide diffusion of innovative solutions;
- stimulate the commercialisation of publicly-funded research results generated in universities and research organisations;
- enable public and private procurement to promote innovation and support the participation of start-ups and innovative companies.
The European Innovation Act, which is expected to be proposed in spring 2026 as a key deliverable of the EU Startup and Scaleup Strategy.

The Commission is now analysing the feedback received and assessing the impact of each proposed measure, ahead of the adoption of the proposed Act in 2026.
