Commission proposes tech sovereignty package to strengthen Europe's digital autonomy and resilience
The European Commission presented its new European Technological Sovereignty Package, aimed at strengthening Europe’s capabilities in semiconductors, artificial intelligence, cloud computing and open source. The package includes two legislative proposals — the Chips Act 2.0 and the Cloud and AI Development Act — alongside an Open Source Strategy and a Strategic Roadmap for Digitalisation and AI in Energy. The measures are designed to reduce Europe’s reliance on non-EU suppliers for critical digital technologies and support its ambition to become an 'AI continent'.
A key element, the Chips Act 2.0, seeks to expand Europe’s semiconductor capacity, especially in advanced chips needed for AI. It would speed up permitting, support strategic investments, strengthen cooperation with trusted partners and create an excellence label for Europe’s semiconductor regions.
The Cloud and AI Development Act aims to triple Europe’s data-centre capacity within five to seven years. It would also introduce an EU-wide framework to assess cloud and AI sovereignty, while supporting sustainable and innovative facilities.
The Open Source Strategy focuses on expanding European open-source solutions in areas such as cloud, AI, cybersecurity and semiconductors. It also aims to improve skills, support start-ups and encourage public administrations to use open-source tools.
The Strategic Roadmap for Digitalisation and AI in Energy aims to make Europe’s energy system smarter and more sustainable. It will support the use of AI and digital tools to improve electricity networks, roll out smart meters and integrate data centres efficiently into the grid, while also promoting secure European AI solutions for the energy sector.
The legislative proposals now will be negotiated by the European Parliament and the Council.
