Commission unveils RAISE virtual institute to drive AI breakthroughs in science
At the European AI in Science Summit, hosted by the European Commission and the Danish EU Council Presidency, policymakers unveiled the pilot of RAISE – the Resource for Artificial Intelligence Science in Europe. Executive Vice-President Henna Virkkunen and Commissioner Ekaterina Zaharieva announced that RAISE will serve as a virtual institute, aggregating core AI capabilities, computational power, data, and funding to accelerate scientific innovation.
Funded with €107 million for a pilot under Horizon Europe, RAISE aims to transform science across fields such as healthcare, environmental research, and disaster prediction. It promises dedicated access to AI Gigafactories, strategic support for EU-funded projects, and €75 million for training AI talent. The Commission also outlined plans to double Horizon Europe's annual investments in AI to over €3 billion, including doubling funding for AI in science.
Additionally, the Summit launched a €3 million Coordination and Support Action to foster collaboration within Europe's AI science community. A new European Research Area initiative on ‘Facilitating and accelerating the use of AI in science and research in the ERA' was introduced which will support the setup of RAISE by providing a platform for coordination with Member States.
RAISE will develop in phases, growing with evolving needs. In partnership with Member States, academia, and industry, the Commission intends to expand RAISE in the next budget cycle, strengthening Europe’s technological leadership and innovation for the future.
