Commission launches consultation on future European Partnerships
The European Commission has launched a public consultation inviting researchers, industry, Member States, Associated Countries and citizens to help shape the future of European Partnerships in research and innovation.
The consultation focuses on the future Single Basic Act for Joint Undertakings, Article 185 initiatives and thematic priorities for the European Partnership portfolio under Horizon Europe 2028–2034. It seeks views and evidence on how treaty-based partnerships can strengthen EU competitiveness, mobilise investment and support innovation from basic research through to industrialisation and market uptake.
The future Single Basic Act is intended to make Joint Undertakings more open and accessible, attract greater private R&I investment, build critical mass and coordinate action around EU strategic priorities. It will also seek to align Joint Undertakings with the proposed European Competitiveness Fund.
The consultation takes place in the context of preparations for FP10. Its results will inform the Commission’s impact assessment and the future design of the Joint Undertaking landscape.
The consultation is available through the Commission’s “Have your say” portal and will close on 16 October 2026. A legislative proposal is expected in late 2026 or early 2027.
