Croatia publishes position on FP10

The Croatian position on the 10th European Framework Programme for Research and Innovation (FP10) 2028-2034 was presented recently. It emphasises the need for a predictable yet simplified structure of the FP to ensure efficient participation. Croatia advocates for FP10 to address industrial, technological, and societal demands while enhancing research and innovation capacity across the EU.
Key recommendations include maintaining a strong focus on blue-sky research and developing targeted grants for widening countries, ensuring significant funding mechanisms for transformative fundamental research, and the inclusion of instruments covering the full innovation cycle.
Collaborative efforts with other EU and national instruments are highlighted to maximise impact and foster the development of research ecosystems. Simplifying missions and partnerships is deemed crucial, along with promoting balanced brain circulation and supporting small and medium-sized enterprises (SMEs).
Croatia stresses the importance of a separate horizontal pillar to support underperforming RDI systems and ensure equitable access to research infrastructure and funding. Enhancing the involvement of countries with lower RDI intensity and providing tailored support are essential for bridging the RDI gap. Ultimately, FP10 should be flexible, fostering synergies, and removing administrative burdens to promote wide accessibility and effective research and innovation across the Union.
