Belgium wants to retain three-pillar structure for next FP

The Belgian federal and regional research and innovation administrations have prepared a reflection paper outlining key principles and perspectives for the upcoming 10th European Framework Programme for Research and Innovation. Belgium emphasises continuity with the current Horizon Europe programme while advocating for improvements and enhancements. Key guiding principles include maintaining a focus on excellence and impact, advocating for a stable and dedicated budget for R&I, and fostering synergies between European funding programmes to create a unified funding ecosystem. Belgium recommends retaining the three-pillar structure of Horizon Europe for stability and clarity, and emphasises the importance of interdisciplinary and intersectoral collaboration.
The paper supports bolstering the European Research Area, enhancing research infrastructures, and better aligning the European Institute of Innovation & Technology with other Horizon Europe instruments. Belgium highlights the valuable role of European Partnerships for aligning various sectors and streamlining the Partnership ecosystem. The Mission approach is recognised for its potential, but requires revised governance and strategic alignment beyond Horizon Europe.
For international cooperation, Belgium proposes balancing collaboration opportunities with knowledge security concerns, recommending that each EU organisation develop a knowledge security action plan. Simplification measures should include reducing administrative burdens, improving application processes, and ensuring clear communication and guidelines. The paper also emphasises gender equality, inclusiveness, and integrating social sciences, arts, and humanities throughout FP10. By embedding these guiding principles, Belgium aims to maximise the impact and effectiveness of FP10 in advancing R&I across various sectors.
