The Standing Working Group on Human Resources and Mobility (SWG HRM) of the European Research Area and Innovation Committee (ERAC) generally welcomes the European Commission’s specific program proposal adopted for Horizon Europe with special regard to measures concerning scientific excellence, researchers’ mobility and favourable conditions for researchers. Based on the SWG HRM’s competences, this opinion would like to comment the topics mobility of researchers, promotion of international cooperation, improvement of open science-related skills, and Charter for Researchers and Code of Conduct for the Recruitment of Researchers (Charter & Code) and the Human Resources Strategy for Researchers (HRS4R).
