Germany presents discussion paper on FP10
On 23 May 2024, the German Federal Ministry of Education and Research presented the German discussion paper for the 10th EU Framework Programme for Research and Innovation. The German paper aims to provide initial stimuli for areas that Germany desires to be addressed in the negotiation process of FP 10. The paper is without prejudice to the next Multiannual Financial Framework (MFF). The German government's position on the next MFF will be defined in due course.
In the paper, Germany states that for the next framework programme, it would be necessary to focus more closely on R&I activities than in Horizon Europe. Goals, content and resources of the activities should be more clearly defined in contrast to other areas of EU funding. Germany points out that FP10 should not serve as a budget reserve for other EU initiatives. The paper also mentions a number of prerequisites that must be in place for FP10 to realise its full potential as a facilitator of Research and Innovation in Europe:
(1) be based on the principle of excellence,
(2) support research for pioneering innovations that is open to all topics and technologies and, at the same time,
(3) exploit the full potential of research for society, for the development of key technologies and for a sustainable Europe, which
(4) requires a strategic, cross-programme approach. Furthermore, FP10 must
(5) be easily understandable and accessible,
(6) encourage and promote the European Research Area as a whole and
(7) pursue a strategic approach regarding international cooperation.
