02INTRODUCTION
This section provides an overview of the rules and restrictions for public subsidies for research and innovation, commonly referred to as State Aid Rules. The State Aid Rules are based on Articles 107-109 TFEU and apply directly in all Member States. On the basis of Article 109 TFEU the Council has entitled the Commission to declare, through Regulations, certain types of aid as compatible with the common market. On 21 May 2014, the Commission adopted a new General Block Exemption Regulation (GBER) and a new State Aid Framework for Research, Technological Development and Innovation. Although the general principles of the State Aid Rules for R&I remain unchanged, several modifications, especially with regard to controlling procedures, have been introduced.
