Commission President presents plan to strengthen Horizon Europe
On 13 May 2020, President von der Leyen gave a speech at the European Parliament plenary debate on the new Multiannual Financial Framework. In this context, she presented her plan for the EU’s recovery from the Covid-19 pandemic. Van der Leyen confirmed that the Commission is planning to strengthen programmes that have proven their value in the crisis, such as Horizon Europe.
The recovery funding will be spent across three pillars. The first pillar will focus on supporting Member States to recover. The main part of the money will be spent within this first pillar, on a new Recovery and Resilience tool – created to fund key public investment and reforms aligned with European priorities. The second pillar is about kick-starting the economy and helping private investment to get moving again and will strenghten InvestEU. The third pillar is about learning the most immediate lessons of the crisis. The plan is to strengthen programmes such as RescEU or Horizon Europe, and to create a new, dedicated Health Programme.
