Business Europe presents strategy paper on EU-China relationship

On 20 January 2020, Business Europe, the European association of national business federations, handed over a strategy paper called "The EU and China. Adressing the systemic challenge on EU-China relationship" to Phil Hogan, EU Commissioner for Trade. The paper contains an anaysis of the challenges and proposes ways to address them.

The chapter on competitiveness also addresses research and innovation. Business Europe calls for more and smarter public R&I funding. According to the paper, to boost RDI, artificial intelligence and digital technologies, as well as protecting intangible assets, the post-2020 EU budget (MFF) must scale up public spending on RDI. The EU should ambitiously strengthen Horizon Europe, the InvestEU programme and other initiatives that provide loans and guarantees to public and private RDI investors, the authors say.

Another demand addresses skills and jobs, education and training. Business Europe underlines that qualified specialists are needed to maintain and improve Europe’s competitiveness and its ability to innovate. The EU should invest in education, including life-long learning and vocational education and training, to increase the quantity of qualified workers in all relevant areas, particularly in the fast-moving areas of technical and digital professions.
