EUA welcomes findings of H2020 Interim Evaluation
The European University Association (EUA) has welcomed the findings of the Interim Evaluation of Horizon 2020 by the European Commission (EC) as well as the European Parliament's (EP) committee report on the implementation of the programme. The EUA fully agrees with both assessments in that they find that Horizon 2020 remains largely underfunded and is therefore not up to the rising number of excellent proposals submitted by the scientific community. Amongst other issues, the EUA regards these findings as echoing its own concerns on the lack of efficiency of the programme, also taking into consideration the "hidden costs" in submitting proposals. The association is also in agreement with a number of recommendations in the EP's draft resolution, e.g. with regard to a simplified and streamlined management of the programme, and the need to retain a primarily grant-based programme, with a limited use of other financial instruments, as well as with regard to a significant budget increase in the next FP.
