The High Level Group "Research, Innovation, and Science Policy Experts" (RISE) was set up by the European Commission in June 2014. Its mandate and membership have been recently renewed. Matthias Weber, Head of Business Unit "Research, Technology and Innovation Policy" at AIT, the Austrian Institute of Technology has again been appointed as a member of RISE.

It focuses on how to best use EU research, innovation, and science policy to address the European growth model and to create the conditions for a smart, sustainable, and socially inclusive growth for the EU and associated countries within a globalised world. The group has four sub-groups: the Open Innovation advisory group, the Open Science advisory group, the Open to the World advisory group, and the Open Knowledge Markets advisory group. Mr Weber is a member of the Open Knowledge Markets sub-group.
