EUA contributes to FP7 ex-post evaluation
The European University Association has recently submitted a contribution to the European Commission’s (EC) public consultation on the ex-post evaluation of the 7th Framework Programme (FP7 2007-2013). The ex-post evaluation of FP7 is under the responsibility of a High-Level Group. The results of the consultation carried out by the EC will feed into the work of the High-Level Group.
In its contribution, EUA stresses the importance of FP7 with regard to supporting universities in consolidating their actions towards the ERA goals and underlines the critical role of the European Research Council (ERC), the Marie Curie Actions (MCA) and the FP7 Cooperation Programme for the European university research system.
With regard to simplification, EUA is of the opinion that the overall effectiveness of FP7 could have been enhanced with greater simplification of the procedures and regulations governing grants and contracts. The association also identifies some important areas that need to be addressed in Horizon 2020, such as continuity, enhancing “bottom-up” funding instruments such as ERC and MCA, and the need to coordinate regional, national and EU research and innovation funding programmes. It also calls for reducing the complexity and range of different administrative procedures.
