EFSI: EP and Council make some progress in 4th trilogue

On 13 May 2015, the Council and European Parliament met for their fourth trilogue meeting to negotiate an agreement for the legislative proposal on the European Fund for Strategic Investments (EFSI). According to the Latvian Council Presidency, the negotiating partners approached a compromise on the use of the EU guarantee and made some progress concerning the questions of EFSI governance and transparency and reporting.
Regarding governance, the Council and the Parliament reached a common understanding on the appointment and the role of the Investment Committee, whose function is to assure the additionality of the projects and to assess whether they adhere to the general objectives of EFSI. The co-legislators suggest that it should be fully independent and highly competent.
The next trilogue meeting is due to take place on 18 May 2015 in Strasbourg. Both the EP and the Council are still committed to reaching an agreement by 27 May 2015.
