Commissioner Moedas speaks on Horizon 2020 and EFSI
A high-level conference entitled "Momentum for Europe – Innovation and Competitiveness" was organised by the European Investment Bank (EIB) on 2 and 3 March 2015 in Berlin. In his conference speech, Carlos Moedas, European Commissioner for Research, Science and Innovation, stressed the importance of investing in research and innovation in Europe, highlighting the European Commission's efforts in this context so far: Horizon 2020, the European Fund for Strategic Investments (EFSI), better use of Regional Funds for innovation, and the moves towards a Capital Markets Union. He stated that "in the future we will be judged for the investments we choose to make now".
With regard to Horizon 2020, the Commissioner pointed out that Horizon 2020 has a budget which is 40% above the budget of the previous framework programme, "making it the biggest multinational research programme in the world today."
As for the EFSI, the Commissioner was convinced that "the new European Fund for Strategic Investment will further support research and innovation, by leveraging more public and private sector financing for "high risk high reward projects". From a rent seeking economy to a knowledge economy. Covering a much broader range than could ever have been achieved with Horizon 2020 alone. What's more, new synergies with Structural Funds will make Regions key partners for improving R&I capacity and competitiveness across the EU." However, additional private and public sector funding would also be required for financing "high risk, high reward projects" under the EFSI. The Commissioner therefore called on Member States to "play their part in ensuring the Commission's new Investment Plan supports European research, science and innovation whenever and wherever possible. Just as industry and private sector investors must have the right information and incentives to take up these opportunities whenever and wherever possible."
The EIB conference launched the annual EIB report “Investment and Investment Finance in Europe – 2015” that examines the investment trends and challenges facing Europe.
