EUA concerned about EFSI effects on H2020 budget
The European University Association (EUA) has expressed its concerns about the European Commission's proposal on the European Fund for Strategic Investments (EFSI) which was officially published last week.
Despite the fact that the EUA welcomes the principal goal of the Juncker Investment Plan to support projects in key areas such as infrastructure, education, research and innovation, it warns against cuts to European research in the Horizon 2020 budget. The Commission's EFSI proposal provides details of the amounts to be set aside in the EU’s 2014-2020 financial framework to support the new EFSI, including the fact that funds from Horizon 2020 - in particular from the ERC and EIT budgets - will make up one third of the total of € 8 billion to be mobilised for the EFSI.
Despite the fact that the European Commission expects more funds being channeled into research and innovation through large-scale projects financed by the EFSI, the EUA is concerned that the € 2.7 billion cut in Horizon 2020 would be a real loss for Europe’s universities, and therefore calls on legislators to oppose in particular the removal of funds from the "Excellent Science" Pillar of Horizon 2020.
