LERU welcomes EC's Start-up and Scale-up Strategy
The League of European Research Universities (LERU) has published a statement in response to the the European Commission’s “EU Start-up and Scale-up Strategy – Choose Europe to Start and Scale”, which had been presented on 28 May 2025. LERU welcomes the EC's strategy and states that it fully agrees with the Commission’s analysis that more must be done to make Europe the world’s leading environment for launching and growing global, technology-driven, and deep tech companies.
According to LERU, the Commission's Strategy outlines a comprehensive set of legislative, policy, and financial measures at both EU and Member State levels. The association particularly welcomes the initiatives that recognise and support the role of research universities in the start-up and scale-up ecosystem. However, many of these ideas are not new to LERU universities, the statement points out. Ultimately, the Strategy’s success will hinge on the long-overdue completion of the European Single Market—particularly in areas such as capital, taxation, patents, labour, and procurement, LERU states.
