EU launches new strategies to lead in Artificial Intelligence
On 8 October 2025, the European Commission unveiled two major strategies to cement Europe’s role as a global powerhouse in Artificial Intelligence (AI). The “Apply AI Strategy” aims to boost the adoption of AI across Europe’s vital industries and public sector, supporting areas such as healthcare, energy, manufacturing, and culture. SMEs will also benefit from dedicated support, as the Commission mobilises €1 billion to drive AI-powered innovation and set up advanced screening centres in key sectors.
In parallel, the “AI in Science Strategy” positions Europe at the forefront of AI-driven research. Central to this is RAISE, a new virtual institute to coordinate AI resources for science. The strategy invests €58 million in excellence and doctoral networks, €600 million in computing power for researchers, and seeks to double Horizon Europe’s annual AI funding to over €3 billion. The strategy is to be implemented with Member States, Associated Countries, companies, and global partners. The ERA Action on 'AI in Science' is mentioned in this context.
Both strategies emphasise collaboration, data access, and AI skills for Europe’s workforce, while including measures to monitor progress and ensure the responsible rollout of AI. Next, the Commission is planning to present a Data Union Strategy and host a major AI in Science Summit, reinforcing Europe’s commitment to trustworthy, innovative AI that benefits both industry and society. The AI Summit, jointly organised by the Danish Presidency and the Commission, will take place in Copenhagen on 3-4 November 2025.
