EU and Canada launch formal negotiations for association to Horizon Europe
On 30 November 2022, the European Union and Canada launched formal negotiations for Canada to join Horizon Europe. The negotiations will proceed in the coming weeks and months with the goal of finding an agreement by spring 2023. The ambition of both sides is to have Canada formally associated to Horizon Europe in 2023.
Formal relations between the EU and Canada in the field of research and innovation date back to 1996, with the signature of the Agreement on Cooperation in Scientific and Technological Cooperation. The Agreement has provided the general framework for cooperation and acted as a forum for regular discussions about research priorities and areas of common interest ever since.
