EC publishes assessment of lump sum funding in Horizon 2020 and Horizon Europe
The European Commission's Directorate General for Research and Innovation has made a new assessment of lump sum funding in Horizon 2020 and Horizon Europe (2018-2024). The report was published on 4 September 2024 on the Funding & Tenders Portal.
The European Commission uses lump sum funding as a means of simplifying EU grants. Following a pilot under the final three years of the Horizon 2020 programme, lump sum funding has been introduced more widely in Horizon Europe. Overall, the new assessment confirms and extends the positive findings of the 2021 assessment report.
The new report confirms that:
- lump sum funding continues to be popular with users
- lump sums are perceived as reducing the administrative burden
- concerns of some stakeholder groups have not materialised.
The report describes the state of play in early 2024, with nearly 1,400 lump sum grants signed and many of them completed. This rich source of data allows for a robust analysis of how lump sums work, covering all stages of the project lifecycle from proposal writing to the end of the project. The report reflects the situation at the beginning of 2024 and confirms a positive attitude towards lump sums. It also shows that lump sums generally work in practice and identifies areas for further improvement.
