EC launches call for applications for members of Expert Group on Economic and Societal Impact of R&I (ESIR)

On 2 June 2025, the European Commission (EC) launched a Call for applications for the selection of members of the Expert Group on the Economic and Societal Impact of Innovation (ESIR4). The objective of the group is to provide policy advice to the Commission services which will be helpful in setting out the forward-looking agenda of DG RTD, but also for other DGs (EAC, CNECT, ECFIN, GROW, CLIMA, etc.), contributing thus to the entire range of EU policies.
The group will consist of up to 21 members, appointed in a personal capacity. It will focus on exploring the following subjects:
- the ability of EU research and innovation policy to increase productivity, competitiveness and prosperity in the EU.
- the capacity of R&I policies to support systemic transitions for sustainable, inclusive and prosperous societies acting in synergy with other EU policies.
- In light of changing geopolitical dynamics, the experts shall examine how EU research and innovation policy can effectively contribute to strengthening European security & defence.
- Contributing to the mapping of the development of emerging technologies and assess their potential societal, economic, and environmental impacts.
- Driving innovation in policymaking and strengthening the integration of scientific evidence and knowledge into the policymaking process.
- The experts shall advise the Commission on creating the right conditions to attract top researchers and innovators to the EU, and deepening the collaboration between EU and Member State levels.
The EC's DG RTD will take the following criteria into account when assessing applications:
- proven and relevant competence and experience, including at European and / or international level, in areas relevant to Research & Innovation (all applicants);
- absence of circumstances that could give rise to a conflict of interest, including circumstances that could undermine an applicant’s independence;
- international recognition for the depth, reliability, and originality of experts’ thinking in research and innovation, including non-technological innovation, related to the tasks of the group;
- demonstrated practical experience in designing, managing, and implementing research and innovation policies in public or private entities;
- confirmed advisory capacity on a European or international level;
- good knowledge of the English language allowing active participation in the discussions.
The call for applications will be open until 15 July 2025, 12:00 Brussels time.
