Council and Parliament reach agreement on EU budget 2025
The Council and the European Parliament reached agreement on the EU’s annual budget for 2025 on 18 November 2024. Next year’s budget strongly focuses on the EU's main policy priorities and addresses the currently difficult geopolitical context.
The budget for Horizon Europe in 2025 amounts to €12.76 billion in commitment appropriations. Compared to 2024, the 2025 Horizon Europe budget will be minus -1% in commitments and -6% in payments (incl. amending budgets). This is due to the agreed reduction of the MFF Mid Term Review of February 2024 in the amount of €2.1 billion over 2025-2027. Compared to the original EC proposal of June 2024, the budget is increased by €25 million (+€2.5 million Marie Curie Actions, +€15 million Cluster Health, +€7.5 million EIC). This means, the cut to the Horizon Europe budget was not as significant as originally planned.
The European Parliament and the Council now have 14 days to formally approve the agreement reached. The Council is expected to endorse it on 25 November. The final vote in The European Parliament plenary is currently scheduled for 27 November 2024.
