Annual Report on Research & Innovation activities of the EU and monitoring of Horizon Europe published

The European Commission’s 2025 annual report provides an overview of the EU’s research and innovation activities in 2024, focusing especially on Horizon Europe and the Euratom Research and Training Programme. The report states the EU’s commitment to R&I, noting over € 280 billion invested over the past 40 years.
Key policy developments summarised in the report cover:
- Europe’s sustainable prosperity, strengthening the single market and competitiveness,
- strategic autonomy and economic security in R&I,
- the green and digital transition,
- partnerships with Member States,
- the EU’s role globally, and
- non-nuclear initiatives through the Joint Research Centre (JRC).
In 2024, Horizon Europe awarded over € 43 billion through more than 15,000 grants, with strong participation from higher education, industry—including SMEs—and research organisations, as well as increasing involvement from new participants.
Looking forward to 2025, the Commission plans to adopt the Horizon Europe Work Programmes for 2025 and 2026–27, ensuring alignment with new political priorities and simplifying administrative processes for applicants. The next Multiannual Financial Framework will be developed with broad stakeholder engagement to strategically direct future R&I investments. Additionally, launching flagship initiatives such as the Competitiveness Compass, the Clean Industrial Deal, and a new Start-up & Scale-up Strategy aims to further strengthen Europe’s leadership and innovation capacity in the global R&I landscape.
