The European Defence Industrial Development Programme (EDIDP) complements the Preparatory Action on Defence Research (PADR) and covers the capability development phase between research and production. Together with PADR, EDIDP is a lead programme to the European Defence Fund, which will strengthen Europe’s strategic autonomy. EDIDP will merge with the European Defence Fund under the next Multiannual Financial Framework 2021-2027. The proposal for a regulation of the EDIDP passed the trilogue negotiation phase between the European Commission, European Council and the European Parliament (EP) in May 2018, with an EP vote in July 2018, and is now awaiting formal adoption.
The EDIDP has a budget of €500 million for the years 2019 and 2020, and is designed to co-finance projects that contribute to excellence, innovation and competitiveness in the defence sector. Applying consortiums have to represent at least three private or public companies from three Member States, while higher funding rates are available for projects with participating SMEs and Mid-Caps, as well as for those with relevance for the Permanent Structured Cooperation (PESCO).
The first call for proposals will be launched in 2019.
