Report on the Ex‐Post‐Evaluation of the 7th EU Framework Programme

Independent experts presented the evaluation report on the EU's 7th Framework Programme for Research in Brussels on 19 November 2015. The programme covered the period of 2007‐2013 and had a budget of €55 billion.
This report presents the findings of this ex‐post evaluation as well as recommendations for the next Framework Programme (HORIZON 2020) and RTD policies and programmes at the European and national level more generally. The evaluators make five key recommendations:
(a) Ensure focus on critical challenges and opportunities in the global context
(b) Align research and innovation instruments and agendas in Europe
(c) Integrate the key components of the Framework Programmes more effectively
(d) Bring science closer to the European people
(e) Establish strategic programme monitoring and evaluation
